Attorney Jared A. Jacobson, Esq. is a member of The Law Firm of Jacobson & Rooks, LLC, and specializes in Labor and Employment Law, Whistleblower/Qui Tam cases, Restrictive Covenant matters, Contracts, Business/Finance Law and Commercial Real Estate matters. Mr. Jacobson has experience litigating cases in federal and state courts, as well as at administrative agencies and is licensed to practice in Pennsylvania, New York and New Jersey.

Mr. Jacobson regularly works with whistleblowers in healthcare/Medicare fraud, defense contractor fraud, pharma fraud, visa fraud, and various other types of fraud committed against the federal and state governments, as well as whistleblowers in the financial industry involving claims under the Sarbanes-Oxley Act of 2002 (“SOX”), the Dodd-Frank Consumer Protection Act (“Dodd-Frank”) and before the Securities and Exchange Commission (“SEC”).
Besides Mr. Jacobson’s experience representing whistleblowers in Qui Tam/False Claims Act cases, Mr. Jacobson has extensive experience representing employees who have been discriminated against in violation of the Family and Medical Leave Act (“FMLA”), Title VII of the Civil Rights Act of 1964 (“Title VII”) and various state equivalents. In conjunction with representing victims of discrimination due to “blowing the whistle” or complaining about the discrimination suffered, Mr. Jacobson represents individuals who have been retaliated against as a result of “speaking up”.

Mr. Jacobson also regularly counsels physicians in connection with their physician employment agreements as well as physician partnership documents. Finally, Mr. Jacobson provides general business/finance, real estate, transactional and employment law counsel in connection with his general counsel services offered to small and mid-sized businesses.
Prior to co-founding The Law Firm of Jacobson & Rooks, LLC, Mr. Jacobson was a Member of Jared Jacobson Law, LLC, worked at Sidley Austin LLP and Moses & Singer LLP in New York City, and continues to serve as in-house counsel for Feed Your Soul, LLC in New Jersey and Elite Glass in New York, NY. Mr. Jacobson currently serves on the Board of Directors for the National Employment Lawyers Association, New Jersey, the Next Generation Leadership Board for the Anti-Defamation League and is a member of the Board of Advisors for the St. John’s Center for Labor and Employment Law in Queens, New York. Mr. Jacobson is a trained New Jersey Association of Professional Mediators (NJAPM) Mediator, has been included on the roster as a R. 1:40 Qualified New Jersey State Court Approved Mediator and is also a Certified Arbitrator for the United States District Court for the Eastern District of Pennsylvania.

In addition to being an attorney, Franklin J. Rooks Jr. is also a licensed physical therapist. Mr. Rooks concentrates his legal practice on employment matters, representing employees.  He has a particular interest in disability discrimination relating to the Americans with Disabilities Act, and its state law counterparts.

A significant portion of Mr. Rooks’ practice is devoted to false claims actions, representing whistleblowers primarily in the area of health care fraud.  Mr. Rooks began a career in physical therapy, graduating from the Philadelphia College of Pharmacy & Science (now the University of Sciences in Philadelphia) with Master of Physical Therapy Degree. He also earned a Master’s Degree in Business Administration (MBA) from Drexel University in Philadelphia, Pennsylvania.

Prior to entering the legal profession, Mr. Rooks cofounded a chain of physical therapy clinics, which were subsequently sold to a private equity firm. While practicing law, Mr. Rooks also cofounded a chain of occupational medicine/urgent care clinics, which too were sold to a private equity firm. Much of Mr. Rooks’ expertise in healthcare fraud has been derived from his considerable experience in medical billing.

Mr. Rooks’ experience as a business owner compliments his practice of employment law.

Mr. Rooks also focuses on Medicare compliance, medical provider insurance billing issues, and Stark Law/Anti-kickback compliance.

Mr. Rooks has published numerous articles on medical billing, medical practice management, and healthcare fraud. His writings have appeared in the Journal of Medical Practice Management, Physicians News Digest, and other publications.  Mr. Rooks is on the Editorial Board for Billing & Coding Advantage Magazine and the Editorial Advisory Board for Advance Magazine for Physical Therapy & Rehab Medicine. Mr. Rooks also serves on the Board of Visitors for the Samson College of Health Sciences at the University of the Sciences in Philadelphia.

Since beginning his collaboration with The Law Firm of Jacobson & Rooks, LLC, Mr. Chasan has focused his practice on employee rights in the workplace, with special attention to whistleblowers, individuals with disabilities, and employee-privacy.  Before then, Mr. Chasan was awarded one of three Attorney fellowships from the Louis D. Brandeis Society, through which he represented indigent clients and obtained favorable settlements in consumer protection, identity theft, and divorce matters.  Concurrently with his fellowship, Mr. Chasan collaborated as co-counsel in a variety of commercial litigation and intellectual property matters.  The Legal Intelligencer recognized Mr. Chasan for his assistance in obtaining a $945,000.00 settlement in Bucks County, PA—one of the 20 largest settlements of 2015 in Pennsylvania’s state courts.  Mr. Chasan also litigates in the federal courts (at both the trial and appellate levels) in employment, trademark, copyright, and trade secret matters.
Prior to becoming an attorney, Mr. Chasan rated complex asset-backed securities at Moody’s Investor’s Service, Inc., (NYSE: MCO) and developed profitable trading strategies in service of a $2 billion multi-asset portfolio at PartnerRe Asset Management (NYSE: PRE).    Mr. Chasan continues to utilize his valuation expertise and financial background as he advises clients on how to protect and monetize their intellectual property portfolios, including trademark and copyright registration, compulsory licensing, cybersecurity, and non-disclosure policies.   Mr. Chasan is a member of the Benjamin Franklin Inn of Court, and International Trademark Association.

Sarah M. Spletzer is of co-counsel with the Law Firm of Jacobson & Rooks LLC, focusing primarily on federal, Pennsylvania and New Jersey labor and employment discrimination matters. Ms. Spletzer received a Bachelor of Science degree in Economics from the Pennsylvania State University in 1994, and is a graduate of Widener University School of Law in Wilmington, Delaware, where she attended school in the evening division while working full time in the Labor & Employment department of the Philadelphia law firm of Obermayer Rebmann Maxwell & Hippel.

Upon graduation from law school, Ms. Spletzer became an associate with Obermayer, specializing in labor and employment issues, including extensive practice before state and federal equal employment opportunity agencies. Ms. Spletzer has also worked in business and family immigration and Consumer Product Safety Commission-based product recalls. Ms. Spletzer joined the law firm McDonnell & Associates in July 2007, and represented nationwide management-side clients in all aspects of administrative employment law and litigation. She has also provided pro bono services for the Homeless Advocacy Project.

Lynn Kolarik serves as the Legal Assistant at The Law Firm of Jacobson & Rooks, LLC. In this role, Lynn assists with the case intake process, scheduling, billing and general administrative tasks.Lynn has 15 years of legal experience in the areas of employment, medical malpractice, business, construction and real estate. Lynn previously worked at Christie, Pabarue, Mortensen & Young, Duane Morris LLP, and Sessions, Fishman, Nathan & Israel, LLC.

Lynn also has 20 years of mid to upper-level administrative experience working in roles such as the Assistant to the Director of Housing & Residence Life at The Art Institute of Philadelphia, the Assistant to the Director of Housing at Thomas Jefferson University, and District Sales Assistant at Paychex, Inc.

Lynn studied Computer Science and Graphic Design at Peirce College in Philadelphia.
